Sustainability: Fact or Fiction

In the 70s and early 80s most proposals for funding development programs contain an item called Phase-over Plan. It indicates how the proponent organization shall continue with the program even after external funding has stopped. Nowadays, it is more commonly referred to as Sustainability Plan.
